Cut the broccoli into medium florets and thinly slice the carrot, set aside.
Bring a medium pot of water to a boil. Add ½ tsp salt and 1 tbsp cooking oil. Once the water is boiling add the broccoli and carrot in. Cook for 1 to 2 minutes (depending on how tender you prefer). Remove the veggies from the boiling water and transfer them to a bowl filled with ice cubes. This will stop the cooking process and keep the veggies firm and fresh. Drain, and set aside.
Mince the garlic and finely chop the ginger andgreen onions. Remove the chili pepper seeds and chop. Transfer the ingredients into a bowl and add peppercorn and five spices.
In a small saucepan heat the cooking oil until shimmering. Pour the oil over the mixture, you should see a sizzling. Immediately mix in the soy sauce, sesame oil, and vinegar.
Transfer the broccoli and carrots into a bowl and pour the sauce over it. Combine well, garnish with sesame seeds and enjoy.
